3 Arrested After Law Enforcement Seize Drugs, Stolen Items

On Tuesday, June 23, 2026, at approximately 3:23 a.m., a Sergeant with the Clare County Sheriff's Office conducted a traffic stop on a camouflage-colored 2025 Honda Rancher ATV on Fawn Circle near Deer Lake Road in Hayes Township.

The ATV was being operated by 38-year-old David Arthur Prenger of Harrison and was occupied by 36-year-old Ryan Michael Norton of Harrison. Upon stopping the vehicle, Norton, who had multiple felony warrants issued by Clare County related to an earlier incident involving Fleeing and Eluding Police and Possession of Methamphetamine, attempted to walk away from the traffic stop. He was quickly taken into custody by the Sergeant before he could leave the area.

Following Norton's arrest, the Sergeant located a bag containing methamphetamine belonging to Prenger. Prenger was subsequently arrested for Possession of Methamphetamine.

A records check of the Honda Rancher's vehicle identification number revealed that the ATV had been reported stolen from Gladwin County. Deputies contacted the Gladwin County Sheriff's Office and learned that additional property had been stolen during the same incident in which the ATV was taken.

As a result of the investigation, Clare County Sheriff's Deputies obtained search warrants for the residences of both Norton and Prenger. During the execution of those warrants, deputies recovered property believed to have been stolen during the Gladwin County breaking and entering. Deputies also seized several firearms, including one that had been reported stolen from New York, as well as additional methamphetamine from Norton's residence.

During the course of the investigation, deputies received information regarding the location of another stolen ATV, a camouflage Yamaha Kodiak, reportedly in the possession of 37-year-old Mark Anthony Morgan of Harrison. Investigators also received information that Morgan, a convicted felon, was in possession of a firearm.

Deputies obtained a search warrant for Morgan's residence in Franklin Township. During the execution of that warrant, deputies located the stolen Yamaha Kodiak ATV and a rifle. Morgan was taken into custody without incident.

All three subjects were lodged at the Clare County Jail.

Ryan Michael Norton was lodged on outstanding Clare County warrants charging him with three counts of Third-Degree Fleeing and Eluding Police, one count of Possession of Methamphetamine, two counts of Resisting and Obstructing Police, one count of Malicious Destruction of Police Property, and one count of Operating a Motorcycle Without Insurance. Additional charges stemming from this investigation include Receiving and Concealing a Stolen Vehicle, Possession of Methamphetamine, two counts of Felony Firearm, and Receiving and Concealing Stolen Property Valued at $200 or More.

David Arthur Prenger was charged with one count of Possession of Methamphetamine and one count of Receiving and Concealing a Stolen Vehicle.

Mark Anthony Morgan was charged with one count of Receiving and Concealing a Stolen Vehicle, two counts of Felony Firearm, and one count of Possession of a Firearm by a Prohibited Person.

All three individuals were arraigned in the 80th District Court in Clare County.  Morgan’s bond was set at $40,000/10%, Prenger’s bond was set at $12,000/10%, and Norton’s bond was set at $40,000/10%.
